Paccanīyapaṭṭhāna

[416] A phenomenon (dhamma) without thought-conception and with only discursive thought, and a phenomenon without thought-conception and without discursive thought, are a condition for a phenomenon with thought-conception and with discursive thought by presence condition (atthi-paccaya): conascent, prenascent. Conascent: thought-conception (vitakka) and the base (vatthu) are a condition for the aggregates with thought-conception and with discursive thought by presence condition. At the moment of rebirth-linking (paṭisandhi), thought-conception and the base are a condition for the aggregates with thought-conception and with discursive thought by presence condition.
