[488] Conditioned by a phenomenon (dhamma) that is a defilement (kilesa), a phenomenon that is a defilement arises by not-root condition (na-hetu-paccaya): conditioned by doubt (vicikicchā), delusion (moha) accompanied by doubt arises; conditioned by restlessness (uddhacca), delusion accompanied by restlessness arises.
Conditioned by a phenomenon that is not a defilement, a phenomenon that is not a defilement arises by not-root condition: [the same] up to the non-percipient beings (asaññasattā); conditioned by the eye base (cakkhāyatana), eye-consciousness (cakkhu-viññāṇa) arises; the body base (kāyāyatana) … ; conditioned by the base (vatthu), rootless (ahetuka) aggregates (khandhā) that are not defilements arise.
