[1421] Dependent on a phenomenon (dhamma) that is not both-rootless-and-a-not-root (na-ahetukañceva-na-nahetuñca) and is not accompanied by conflict (na-saraṇa), a phenomenon that is accompanied by roots but not a root (sahetuko-ceva-na-ca-hetu) and is without conflict (araṇa) arises by root condition (hetupaccayā). Dependent on a phenomenon that is not both-rootless-and-a-not-root and is not without conflict (na-araṇa), a phenomenon that is accompanied by roots but not a root and is accompanied by conflict (saraṇa) arises by root condition.
