[209] Bhikkhus, here again a bhikkhu is foolish, incompetent, full of offenses, unremitting (in offense), and dwells in company with householders, in unbecoming association with householders. In that case, if the bhikkhus think: "Friends, this bhikkhu is foolish, incompetent, full of offenses, unremitting, and dwells in company with householders in unbecoming association with householders; come, let us carry out an act of demotion (niyassakamma) against him," and they carry out the act of demotion against him — not in accordance with Dhamma, by an incomplete assembly. He goes from that residence to another residence. There too the bhikkhus think: "Friends, this bhikkhu has had an act of demotion carried out against him by an incomplete assembly, not in accordance with Dhamma; come, let us carry out an act of demotion against him," and they carry out the act of demotion against him — not in accordance with Dhamma, by a complete assembly … in accordance with Dhamma, by an incomplete assembly.
