[223] Bhikkhus, here a bhikkhu is foolish, incompetent, full of offences, with no end to his offences (anapadāna), and he lives in company with householders, in unbecoming association with householders. If in that case it occurs to the bhikkhus: "Friends, this bhikkhu is foolish, incompetent, full of offences, with no end to his offences, and he lives in company with householders in unbecoming association with householders; come now, let us carry out an act of demotion (niyassakamma) against him," and they carry out the act of demotion against him — as a faction, contrary to the Dhamma … as a complete assembly, contrary to the Dhamma; as a faction, in accordance with the Dhamma; as a faction, with a semblance of the Dhamma; as a complete assembly, with a semblance of the Dhamma — then the Saṅgha present there disputes: "It is a factional act contrary to the Dhamma; it is a unanimous act contrary to the Dhamma; it is a factional act in accordance with the Dhamma; it is a factional act with a semblance of the Dhamma; it is a unanimous act with a semblance of the Dhamma; the act is not done, the act is badly done, the act must be done again." Bhikkhus, those bhikkhus there who spoke thus: "It is a unanimous act with a semblance of the Dhamma," and those bhikkhus who spoke thus: "The act is not done, the act is badly done, the act must be done again" — these bhikkhus therein are speakers of Dhamma. These five rounds are stated in brief.
