[233] Bhikkhus, here a bhikkhu against whom the Saṅgha has carried out an act of banishment (pabbājanīyakamma) conducts himself properly, becomes subdued (lomaṃ pāteti), behaves in a way deserving of release (netthāraṃ vattati), and requests the revocation of the act of banishment. If in that case the bhikkhus think: "Friends, this bhikkhu against whom the Saṅgha has carried out an act of banishment conducts himself properly, has become subdued, behaves in a way deserving of release, and requests the revocation of the act of banishment. Come, let us revoke the act of banishment for him" — and they revoke the act of banishment for him as an incomplete assembly, contrary to the Dhamma … as a complete assembly, contrary to the Dhamma; as an incomplete assembly, in accordance with the Dhamma; as an incomplete assembly, with a semblance of the Dhamma; as a complete assembly, with a semblance of the Dhamma — then the Saṅgha present there disputes: "It is an act by an incomplete assembly contrary to the Dhamma; an act by a complete assembly contrary to the Dhamma; an act by an incomplete assembly in accordance with the Dhamma; an act by an incomplete assembly with a semblance of the Dhamma; an act by a complete assembly with a semblance of the Dhamma; the act is not performed, the act is badly performed, the act must be performed again."
Bhikkhus, in that case those bhikkhus who say "It is an act by a complete assembly with a semblance of the Dhamma," and those bhikkhus who say "The act is not performed, the act is badly performed, the act must be performed again" — these bhikkhus therein are speakers of the Dhamma (dhammavādino).
