[213] Bhikkhus, here a bhikkhu upon whom the Saṅgha has imposed an act of censure (tajjanīyakamma) conducts himself properly, is subdued, conducts himself so as to merit release, and asks for the revocation (paṭippassaddhi) of the act of censure. If in that case the bhikkhus think: "Friends, this bhikkhu upon whom the Saṅgha has imposed an act of censure conducts himself properly, is subdued, conducts himself so as to merit release, and asks for the revocation of the act of censure. Come, let us revoke the act of censure for him," and they revoke the act of censure for him — not in accordance with Dhamma, by an incomplete assembly. He goes from that residence to another residence as well.¹ There too the bhikkhus think: "Friends, this bhikkhu's act of censure was revoked by the Saṅgha not in accordance with Dhamma, by an incomplete assembly. Come, let us revoke the act of censure for him," and they revoke the act of censure for him — not in accordance with Dhamma, by a complete assembly … in accordance with Dhamma, by an incomplete assembly; with a semblance of Dhamma, by an incomplete assembly; with a semblance of Dhamma, by a complete assembly.
