[267] "Bhikkhus, when a bhikkhu possesses five factors, the act of suspension (ukkhepanīyakamma) for not making amends for an offense (āpatti) should be revoked: he does not give full ordination (upasampadā); he does not give dependence (nissaya); he does not have a novice (sāmaṇera) attend upon him; he does not consent to being agreed upon as an exhorter of bhikkhunīs; and even when agreed upon, he does not exhort the bhikkhunīs. Bhikkhus, when a bhikkhu possesses these five factors, the act of suspension for not making amends for an offense should be revoked."
