Kammakkhandhaka

[37] Bhikkhus, when a bhikkhu possesses five further factors, the act of censure (tajjanīyakamma) should not be revoked: he commits that very offence (āpatti) on account of which the act of censure was carried out by the Saṅgha; or he commits another of a similar kind; or one worse than that; he criticizes the act; he criticizes those who carried out the act. Bhikkhus, when a bhikkhu possesses these five factors, the act of censure should not be revoked.
