[39] Bhikkhus, the act of censure (tajjanīyakamma) should be revoked for a bhikkhu who possesses five factors: he does not give the full ordination (upasampadā), he does not give dependence (nissaya), he does not have a novice (sāmaṇera) attend upon him, he does not consent to the agreement appointing him as exhorter of bhikkhunīs, and even if so appointed, he does not exhort the bhikkhunīs. Bhikkhus, the act of censure should be revoked for a bhikkhu who possesses these five factors.
