"Concerning whom?" — "Concerning several bhikkhunīs."
"In what matter?" — "In the matter of several bhikkhunīs who neither asked about the uposatha nor requested the exhortation."
There is one promulgation (paññatti). Of the six originations of offenses, it originates by one origination (as in the Dhuranikkhepa rule).
