[241] One who is fully ordained (upasampanna), desiring to insult (khuṃsetukāmo), desiring to disparage, desiring to humiliate one who is fully ordained, speaks thus [insinuatingly]: he says, "Surely those who are caṇḍālas, bamboo-workers, hunters, cartwrights (rathakārā), refuse-cleaners…" — for each utterance there is an offense of wrongdoing (dukkaṭa). …
One who is fully ordained, desiring to insult, desiring to disparage, desiring to humiliate one who is fully ordained, speaks thus: he says, "Surely those who are wise, competent, intelligent, learned, speakers on the Dhamma — for them there is no bad destination (duggati); only a good destination (sugati) is to be expected for them" — for each utterance there is an offense of wrongdoing.
