[74] Bhikkhus, I do not see even one other thing by which unarisen wholesome states (kusalā dhammā) arise, or arisen unwholesome states (akusalā dhammā) decline, so much as this, bhikkhus: devotion (anuyoga) to wholesome states and non-devotion to unwholesome states. Through devotion to wholesome states, bhikkhus, and through non-devotion to unwholesome states, unarisen wholesome states arise and arisen unwholesome states decline.
