[922] Which phenomena (dhammā) are both fetters (saññojana) and subject to fetters (saññojaniya)?
Those same fetters are both fetters and subject to fetters.
Which phenomena are subject to fetters but not fetters?
Setting aside the fetters, the remaining unwholesome (akusala); the wholesome (kusala) in the three planes (bhūmi); the resultant (vipāka) in the three planes; the functional indeterminate (kiriyābyākata) in the three planes; and all form (rūpa) — these phenomena are subject to fetters but not fetters.
Phenomena not subject to fetters (asaññojaniya) are not to be described either as "both fetters and subject to fetters" or as "subject to fetters but not fetters."
