[923] Which phenomena (dhammā) are both fetters (saṃyojana) and associated with fetters?
Wherein two or three fetters arise together — these phenomena are both fetters and associated with fetters.
Which phenomena are associated with fetters but not fetters?
Setting aside the fetters, the remaining unwholesome (akusala) — these phenomena are associated with fetters but not fetters.
Phenomena dissociated from fetters are not to be said to be either "both fetters and associated with fetters" or "associated with fetters but not fetters."
