[928] Which phenomena (dhammā) are both ties (gantha) and subject to ties (ganthaniya)?
Those same ties are both ties and subject to ties.
Which phenomena are subject to ties but not ties?
Setting aside the ties, the remaining unwholesome (akusala); the wholesome (kusala) in the three planes (bhūmi); the resultant (vipāka) in the three planes; the functional indeterminate (kiriyābyākata) in the three planes; and all form (rūpa) — these phenomena are subject to ties but not ties.
Phenomena not subject to ties should not be said to be either "both ties and subject to ties" or "subject to ties but not ties."
