[221] Whatever phenomena (dhammā) are not included with the internal (ajjhattika) phenomena by inclusion in the aggregates (khandhasaṅgaha), are not included by inclusion in the sense bases (āyatanasaṅgaha), are not included by inclusion in the elements (dhātusaṅgaha); whatever phenomena [are likewise not included] with those phenomena — those phenomena are not included by three aggregates, by one sense base, and by one element.
