[1062] "For whom the verbal formation (vacīsaṅkhāra) will arise, will the mental formation (cittasaṅkhāra) arise for him?"
"Yes."
"Or rather, for whom the mental formation will arise, will the verbal formation arise for him?"
"Those immediately after whose mind (citta) the final mind (pacchimacitta), devoid of thought-conception (vitakka) and discursive thought (vicāra), will arise — for them the mental formation will arise, but the verbal formation will not arise for them. For the others, both the mental formation will arise and the verbal formation will arise."
