[1115] For whomever, wherever, the verbal formation (vacī-saṅkhāra) did not arise, will the mental formation (citta-saṅkhāra) not arise for that one there?
In the plane without thought-conception and without discursive thought (avitakka-avicāra-bhūmi): for those beings there the verbal formation did not arise, but it is not the case that the mental formation will not arise for them there. For those possessed of the final mind (pacchima-citta) in the plane without thought-conception and without discursive thought, and for non-percipient beings (asaññasattā): for them there the verbal formation did not arise and the mental formation will not arise.
Or rather, for whomever, wherever, the mental formation will not arise, did the verbal formation not arise for that one there?
For those possessed of the final mind in the plane with thought-conception and with discursive thought (savitakka-savicāra-bhūmi): for them there the mental formation will not arise, but it is not the case that the verbal formation did not arise for them there. For those possessed of the final mind in the plane without thought-conception and without discursive thought, and for non-percipient beings: for them there the mental formation will not arise and the verbal formation did not arise.
