[1087] For whomever, wherever, verbal formation (vacīsaṅkhāra) does not arise, has mental formation (cittasaṅkhāra) never arisen for that one there?
For all [beings] — at the moment of the dissolution of mind (citta), and at the moment of the arising of a mind devoid of thought-conception (vitakka) and discursive thought (vicāra) — verbal formation does not arise for them there, yet it is not the case that mental formation has never arisen for them there. For those being reborn into the Pure Abodes (suddhāvāsa) and for the non-percipient beings (asaññasattā), verbal formation does not arise for them there and mental formation has never arisen.
Or rather, for whomever, wherever, mental formation has never arisen, does verbal formation not arise for that one there?
