[1217] For whomever, wherever, the verbal formation (vacīsaṅkhāra) does not arise, will the mental formation (cittasaṅkhāra) of that one there not cease?
For all [beings] at the moment of the dissolution (bhaṅgakkhaṇa) of mind (citta), and at the moment of the arising (uppādakkhaṇa) of a mind devoid of thought and examination (vitakka-vicāra), the verbal formation does not arise to them there, but it is not the case that the mental formation of them there will not cease. At the moment of the dissolution of the final mind (pacchimacitta), and for non-percipient beings (asaññasattā), the verbal formation does not arise to them there and the mental formation will not cease.
Or rather, for whomever, wherever, the mental formation will not cease, does the verbal formation not arise to that one there?
Yes (āmantā).
