[1202] For whom, wherever, verbal formation (vacīsaṅkhāra) will not arise — will mental formation (cittasaṅkhāra) not cease for that one there?
For those at the moment of arising (uppādakkhaṇa) of the final mind (pacchimacitta) without thought-conception (vitakka) and discursive thought (vicāra); for those immediately after whose mind the final mind without thought-conception and discursive thought will arise; for those who have attained the second jhāna, the third jhāna, the fourth jhāna — for them, there, verbal formation will not arise, but it is not the case that for them, there, mental formation will not cease. At the moment of dissolution (bhaṅgakkhaṇa) of the final mind, and for non-percipient beings (asaññasatta) — for them, there, verbal formation will not arise and mental formation will not cease.
Or alternatively, for whom, wherever, mental formation … Yes.
