[703] For whomever the mind base (manāyatana) does not arise, does the dhamma base (dhammāyatana) not cease for that one?
For all who are passing away, the mind base does not arise for them, but it is not the case that the dhamma base does not cease for them. For mindless beings (acittaka) who are being reborn, for them the mind base does not arise and the dhamma base does not cease.
Or rather, for whomever the dhamma base does not cease, does the mind base not arise for that one?
For beings with mind (sacittaka) who are being reborn, the dhamma base does not cease for them, but it is not the case that the mind base does not arise for them. For mindless beings who are being reborn, for them the dhamma base does not cease and the mind base does not arise.
