[140] "For whomever wholesome phenomena (kusalā dhammā) will not arise, indeterminate phenomena (abyākatā dhammā) will not arise for that one?"
For those endowed with the highest path (aggamagga) and for Arahants: for them wholesome phenomena will not arise, but it is not the case that indeterminate phenomena will not arise for them. For those endowed with the final mind (pacchimacitta): for them wholesome phenomena will not arise, and indeterminate phenomena will not arise.
"Or, alternatively, for whomever indeterminate phenomena will not arise, wholesome phenomena will not arise for that one?"
Yes (āmantā).
