[1441] Dependent on a phenomenon (dhamma) that is not clung to and not subject to clinging (anupādinna-anupādāniya), a phenomenon that is not clung to and not subject to clinging arises, not by kamma condition (na-kamma-paccaya): Dependent on wholesome aggregates (khandhā) that are not clung to and not subject to clinging, there arises volition (cetanā) that is not clung to and not subject to clinging.
