[411] A phenomenon (dhamma) without thought and without examination (avitakka-avicāra) is a condition for a phenomenon with thought and with examination (savitakka-savicāra) and for a phenomenon without thought, with examination only (avitakka-vicāramatta), by presence condition (atthi-paccaya): conascent (sahajāta), prenascent (purejāta).
Conascent: At the moment of rebirth-linking (paṭisandhi), the base (vatthu) is a condition for the aggregates (khandhā) with thought and with examination, and for thought (vitakka), by presence condition.
Prenascent: One sees the eye with insight as impermanent (anicca), as suffering (dukkha), as not-self (anattā); one relishes it and delights in it; with that as object, aggregates with thought and with examination, and thought, arise. The ear … the nose, the tongue, the body … One sees the base with insight as impermanent, as suffering, as not-self; one relishes it and delights in it; with that as object, aggregates with thought and with examination, and thought, arise. The base is a condition for the aggregates with thought and with examination, and for thought, by presence condition.
