[78] Dependent on a phenomenon (dhamma) accompanied by thought-conception (vitakka) and discursive thought (vicāra), there arises a phenomenon accompanied by thought-conception and discursive thought, by not-prenascence condition (na-purejāta-paccaya): seven.
