[95] Dependent on a phenomenon (dhamma) with thought-conception and discursive thought (savitakka-savicāra), a phenomenon without thought-conception and without discursive thought (avitakka-avicāra) arises — not by absence condition (natthi-paccaya), not by disappearance condition (vigata-paccaya).
