[798] Dependent on a phenomenon (dhamma) with roots to be abandoned neither by seeing nor by development (neva-dassanena-na-bhāvanāya-pahātabbahetuka), a phenomenon with roots to be abandoned neither by seeing nor by development arises, by not-prenascence condition (na-purejāta-paccaya).
In the formless (arūpa) [plane], dependent on one aggregate (khandha) with roots to be abandoned neither by seeing nor by development, three aggregates [arise] … two aggregates [arise]; dependent on the aggregates with roots to be abandoned neither by seeing nor by development, mind-originated form (cittasamuṭṭhāna-rūpa) [arises]; dependent on delusion (moha) accompanied by doubt (vicikicchā) [or] accompanied by restlessness (uddhacca), mind-originated form [arises]. At the moment of rebirth-linking (paṭisandhi). (Abbreviated.) Of the non-percipient beings (asaññasattā) ….
