[331] A phenomenon (dhamma) that is not a taint (āsava) arises dependent on a phenomenon that is not a taint, by not-root condition (na-hetupaccaya):
Dependent on one rootless (ahetuka) aggregate (khandha) that is not a taint, three aggregates and mind-originated form (cittasamuṭṭhāna-rūpa) arise; dependent on two aggregates …
At the moment of rootless rebirth-linking (paṭisandhi), dependent on the aggregates, the base (vatthu) arises; dependent on the base, the aggregates; dependent on one primary element (mahābhūta) … as far as the non-percipient beings (asaññasattā).
A phenomenon that is a taint arises dependent on a phenomenon that is not a taint, by not-root condition:
Dependent on the aggregates accompanied by doubt (vicikicchā) or accompanied by restlessness (uddhacca), the delusion (moha) accompanied by doubt or accompanied by restlessness arises.
