[220] Bhikkhus, here again a bhikkhu is a maker of strife, a maker of quarrels, a maker of disputes, a maker of contentious talk, a creator of legal issues (adhikaraṇa) in the Saṅgha. If, in that case, it occurs to the bhikkhus thus: "This bhikkhu, friends, is a maker of strife, a maker of quarrels, a maker of disputes, a maker of contentious talk, a creator of legal issues in the Saṅgha. Come, let us carry out an act of censure (tajjanīyakamma) against him." They carry out the act of censure against him — factional, though in accordance with the Dhamma. The Saṅgha present there disputes: "It is a factional act not in accordance with the Dhamma; it is a united act in accordance with the Dhamma; it is a factional act in accordance with the Dhamma; it is a factional act with a semblance of the Dhamma; it is a united act with a semblance of the Dhamma; the act is not done, the act is badly done, the act must be done again." Therein, bhikkhus, those bhikkhus who said, "It is a factional act in accordance with the Dhamma," and those bhikkhus who said, "The act is not done, the act is badly done, the act must be done again" — these bhikkhus therein are speakers of Dhamma.
