[219] Bhikkhus, furthermore, here a bhikkhu is a maker of strife, a maker of quarrels, a maker of disputes, a maker of contentious talk, a creator of legal issues (adhikaraṇa) in the Saṅgha. If, in that case, it occurs to the bhikkhus thus: "Friends, this bhikkhu is a maker of strife, a maker of quarrels, a maker of disputes, a maker of contentious talk, a creator of legal issues in the Saṅgha. Come, let us carry out an act of censure (tajjanīyakamma) against him," and they carry out the act of censure against him — united, but contrary to the Dhamma — then the Saṅgha present there disputes: "It is an act by a faction, contrary to the Dhamma; an act by a united assembly, contrary to the Dhamma; an act by a faction, in accordance with the Dhamma; an act by a faction, with a semblance of the Dhamma; an act by a united assembly, with a semblance of the Dhamma; the act is not done; the act is wrongly done; the act must be done again." Bhikkhus, in that case, those bhikkhus who say: "It is an act by a united assembly, contrary to the Dhamma," and those bhikkhus who say: "The act is not done, the act is wrongly done, the act must be done again" — these bhikkhus therein are speakers of Dhamma.
