[218] Bhikkhus, here a bhikkhu is a maker of strife, a maker of quarrels, a maker of disputes, a maker of contentious talk, a creator of legal issues (adhikaraṇa) in the Saṅgha. If, concerning that, it occurs to the bhikkhus thus: "Friends, this bhikkhu is a maker of strife, a maker of quarrels, a maker of disputes, a maker of contentious talk, a creator of legal issues in the Saṅgha; come, let us carry out an act of censure (tajjanīyakamma) against him," and they carry out the act of censure against him — contrary to Dhamma, by an incomplete assembly — then the Saṅgha present there disputes, saying: "It is an act contrary to Dhamma by an incomplete assembly; it is an act contrary to Dhamma by a complete assembly; it is an act with a semblance of Dhamma by an incomplete assembly; it is an act with a semblance of Dhamma by a complete assembly; the act is not done; the act is badly done; the act must be done again."
Bhikkhus, those bhikkhus there who spoke thus: "It is an act contrary to Dhamma by an incomplete assembly," and those bhikkhus who spoke thus: "The act is not done; the act is badly done; the act must be done again" — these bhikkhus there are speakers of Dhamma.
