[28] Bhikkhus, when a bhikkhu possesses three qualities, the Saṅgha, if it wishes, may impose upon him the act of censure (tajjanīyakamma): he is a maker of strife, a maker of quarrels, a maker of disputes, a maker of contention, a maker of legal issues (adhikaraṇa) in the Saṅgha; he is foolish, incompetent, full of offenses (āpatti), and does not make an end of his offenses (anapadāna); he lives in association with householders, in unbecoming association with householders. Bhikkhus, when a bhikkhu possesses these three qualities, the Saṅgha, if it wishes, may impose upon him the act of censure.
