[69] Bhikkhus, when a bhikkhu is possessed of three qualities, the Saṅgha, if it wishes, may impose upon him an act of demotion (niyassakamma): he is a maker of strife, a maker of quarrels, a maker of disputes, a maker of contention, a creator of legal issues (adhikaraṇa) in the Saṅgha; he is foolish, incompetent, full of offenses, heedless of the limits of proper conduct (anapadāna); he dwells in close association with householders, in unbecoming association with householders. Bhikkhus, when a bhikkhu is possessed of these three qualities, the Saṅgha, if it wishes, may impose upon him an act of demotion.
