[200] Bhikkhus, when a bhikkhu possesses three qualities, the Saṅgha, if it wishes, may carry out an act of suspension (ukkhepanīyakamma) against him on the ground of not seeing an offence (āpatti): he is a maker of strife, a maker of quarrels, a maker of disputes, a maker of contentious talk, a creator of legal issues (adhikaraṇa) in the Saṅgha; he is foolish, incompetent, full of offences, and lacking in proper conduct; he dwells in association with householders, in unbecoming association with householders.
Bhikkhus, when a bhikkhu possesses these three qualities, the Saṅgha, if it wishes, may carry out an act of suspension against him on the ground of not seeing an offence.
