[618] Bhikkhus, when a **bhikkhu** possesses three factors, the Saṅgha, if it wishes, may carry out the act of tassapāpiyasikā (tassapāpiyasikā-kamma) against him: he is a maker of strife, a maker of quarrels, a maker of disputes, a maker of contentious talk, a maker of legal issues (adhikaraṇa) in the Saṅgha; he is foolish, incompetent, full of offenses, not keeping within bounds; he dwells in association with householders, in unbecoming association with householders. Bhikkhus, when a bhikkhu possesses these three factors, the Saṅgha, if it wishes, may carry out the act of tassapāpiyasikā against him.
