[203] Bhikkhus, if it wishes, the Saṅgha may carry out an act of suspension (ukkhepanīyakamma) for not acknowledging an offense (āpatti) against three bhikkhus: one is a maker of strife … a creator of legal issues (adhikaraṇa) in the Saṅgha; one is foolish, incompetent, full of offenses, and not making amends for them; one dwells in close association with householders, in unbecoming association with householders. These, bhikkhus, are the three bhikkhus against whom, if it wishes, the Saṅgha may carry out an act of suspension for not acknowledging an offense.
