[31] Bhikkhus, the Saṅgha, if it wishes, may impose the act of censure (tajjanīya-kamma) upon three kinds of bhikkhus: one is a maker of strife … a creator of legal issues (adhikaraṇa) in the Saṅgha; one is foolish, incompetent, full of offenses, of improper conduct; one dwells in association with householders, in unbecoming associations with householders. Upon these three kinds of bhikkhus, bhikkhus, the Saṅgha, if it wishes, may impose the act of censure.
