Niyasakamma

[72] Bhikkhus, the Saṅgha, if it wishes, may carry out an act of demotion (niyassakamma) against three kinds of bhikkhus: one is a maker of strife, a maker of quarrels, a maker of disputes, a maker of contention, a maker of legal issues (adhikaraṇa) in the Saṅgha; one is foolish, incompetent, full of offenses, and unamending in them (anapadāna); one dwells in association with householders, in unbecoming association with householders. Bhikkhus, against these three kinds of bhikkhus the Saṅgha, if it wishes, may carry out an act of demotion.
