[621] Bhikkhus, the Saṅgha, if it so wishes, may impose the legal act of aggravated culpability (tassapāpiyasikā-kamma) upon three kinds of bhikkhus: one who is a maker of strife, a maker of quarrels, a maker of disputes, a maker of contention, a creator of legal issues (adhikaraṇa) in the Saṅgha; one who is foolish, incompetent, full of offenses, and who does not keep within proper bounds; and one who dwells in association with householders, in unbecoming forms of association with householders. Bhikkhus, the Saṅgha, if it so wishes, may impose the legal act of aggravated culpability upon these three kinds of bhikkhus.
