[251] Bhikkhus, when a bhikkhu is possessed of three qualities, the Saṅgha, if it wishes, may carry out against him an act of suspension (ukkhepanīyakamma) for not making amends for an offense (āpatti): he is a maker of strife, a maker of quarrels, a maker of disputes, a maker of contentious talk, a maker of legal issues in the Saṅgha; he is foolish, incompetent, full of offenses, not desisting from them; he lives in association with householders, in unbecoming association with householders. Bhikkhus, when a bhikkhu is possessed of these three qualities, the Saṅgha, if it wishes, may carry out against him an act of suspension for not making amends for an offense.
