[417] The Saṅgha should be informed by a competent and capable bhikkhu:
"Venerable sirs, let the Saṅgha listen to me. This bhikkhu Udāyi has committed one offense (āpatti): intentional emission of semen (sañcetanikā sukkavisaṭṭhi), concealed for a fortnight. He requests from the Saṅgha a fortnight's probation (pakkhaparivāsa) for the one offense of intentional emission of semen, concealed for a fortnight. If it is the right time for the Saṅgha, the Saṅgha should give to the bhikkhu Udāyi a fortnight's probation for the one offense of intentional emission of semen, concealed for a fortnight. This is the motion (ñatti).
"Venerable sirs, let the Saṅgha listen to me. This bhikkhu Udāyi has committed one offense: intentional emission of semen, concealed for a fortnight. He requests from the Saṅgha a fortnight's probation for the one offense of intentional emission of semen, concealed for a fortnight. The Saṅgha gives to the bhikkhu Udāyi a fortnight's probation for the one offense of intentional emission of semen, concealed for a fortnight. Whichever venerable one approves of the giving of a fortnight's probation to the bhikkhu Udāyi for the one offense of intentional emission of semen, concealed for a fortnight, let him remain silent; whoever does not approve, let him speak.
"For the second time also I speak on this matter. … For the third time also I speak on this matter. …
"A fortnight's probation for the one offense of intentional emission of semen, concealed for a fortnight, has been given by the Saṅgha to the bhikkhu Udāyi. It is agreeable to the Saṅgha; therefore it is silent. Thus do I hold it."
