[619] "The offense of expiation (pācittiya) for a bhikkhunī who, having said to a probationer (sikkhamānā), 'If, venerable lady (ayye), you will follow me for two years, then I will ordain (vuṭṭhāpessāmi) you,' neither ordains her nor makes an effort for her ordination — where was it laid down?"
"It was laid down at Sāvatthī."
"Concerning whom?"
"Concerning the bhikkhunī Thullanandā."
"In regard to what matter?"
"In regard to the matter of the bhikkhunī Thullanandā, who, having said to a probationer, 'If, venerable lady, you will follow me for two years, then I will ordain you,' neither ordained her nor made an effort for her ordination."
There is one laying down (paññatti). Of the six origins of offenses, it originates through one origin (as in the rule on the laying down of the burden [dhuranikkhepa]).
