[199] One who is fully ordained (upasampanna), desiring to abuse (khuṃsetukāmo), desiring to disparage, desiring to humiliate one who is fully ordained, speaks of the low by reference to the exalted — that is, he says to one of caṇḍāla birth (an outcaste), of veṇa birth (a bamboo-worker), of nesāda birth (a hunter), of rathakāra birth (a cartwright), or of pukkusa birth (a refuse-remover): "You are a khattiya," "You are a brāhmaṇa" — for each utterance there is an offense of pācittiya.
