For all [beings], at the moment of dissolution (bhaṅgakkhaṇa) of the mind (citta), and at the moment of arising (uppādakkhaṇa) of a mind devoid of thought (vitakka) and examination (vicāra), mental formation arose for them there, but verbal formation does not arise for them there. At the moment of arising of thought and examination, for them there both mental formation arose and verbal formation arises.
