[1154] For whomever, wherever, the verbal formation (vacī-saṅkhāra) does not cease, did the mental formation (citta-saṅkhāra) of that one not cease there?
For all [beings] at the moment of arising of mind (citta), [and] at the moment of dissolution of a mind devoid of thought-conception and discursive thought (vitakka-vicāra), the verbal formation of those [beings] does not cease there; but it is not the case that the mental formation of those [beings] did not cease there. For those arising in the Pure Abodes (Suddhāvāsa) and for the non-percipient beings (asaññasattā), the verbal formation of those [beings] does not cease there, and the mental formation did not cease.
Or rather, for whomever, wherever, the mental formation did not cease, does the verbal formation of that one not cease there?
Yes (āmantā).
