[364] For whomever in whatever place the eye sense base (cakkhāyatana) has never arisen, has the mind sense base (manāyatana) never arisen for that one in that place?
For the formless beings (arūpa), the eye sense base has never arisen for them in that place, but it is not the case that the mind sense base has never arisen for them in that place. For beings of the Pure Abodes (suddhāvāsa) and for the non-percipient beings (asaññasatta), both the eye sense base has never arisen for them in that place and the mind sense base has never arisen.
Or, on the other hand, for whomever in whatever place the mind sense base has never arisen, has the eye sense base never arisen for that one in that place?
Yes (āmantā).
