[513] For whomever in whatever place the eye base (cakkhāyatana) has never arisen, will the mind base (manāyatana) not arise for that one in that place?
For the formless (arūpa) beings, the eye base has never arisen for them in that place, but it is not the case that the mind base will not arise for them in that place. For the beings of the Pure Abodes (suddhāvāsa), for those in their final existence (pacchimabhavika) in the formless plane, and for the non-percipient beings (asaññasatta), for them in that place both the eye base has never arisen and the mind base will not arise.
Or rather, for whomever in whatever place the mind base will not arise, has the eye base never arisen for that one in that place?
For those in their final existence in the five-constituent existence (pañcavokāra), the mind base will not arise for them in that place, but it is not the case that the eye base has never arisen for them in that place. For the beings of the Pure Abodes, for those in their final existence in the formless plane, and for the non-percipient beings, for them in that place both the mind base will not arise and the eye base has never arisen.
