[419] For whomever and wherever the eye sense base (cakkhāyatana) arises, has the form sense base (rūpāyatana) arisen for that one there? For those being reborn into the Pure Abodes (Suddhāvāsa), the eye sense base arises for them there, but the form sense base has not arisen for them there. For the others with eyes who are being reborn, both the eye sense base arises for them there and the form sense base has arisen. Or else: for whomever and wherever the form sense base has arisen, does the eye sense base arise for that one there? For those passing away from five-constituent existence (pañcavokāra), for those without eyes who are being reborn into the sense sphere (kāmāvacara), and for non-percipient beings (asaññasatta), the form sense base has arisen for them there, but the eye sense base does not arise for them there. For those with eyes who are being reborn, both the form sense base has arisen for them there and the eye sense base arises.
